Een oud Chinees gezegde vat de speech van president Cameron goed samen: ‘Flies never visit an egg that has no crack.’ President Rutte heeft zo lang mogelijk de strategie gevolgd die hoogleraar economie Arjo Klamer zijn voorganger president Balkenende in 2005 ook al verweet, namelijk ‘geen visie uitspreken’. Dat is voor de VVD gunstig, ze is hofleverancier van EU commissarissen, dus de stem van de partij kan alleen maar zwakker worden als anderen zich er ook mee gaan bemoeien. Liever geen discussie dus.
Dat de EU geen federatie mag worden hoort daarbij, vrolijk gaat hij als een modern stamhoofd met een symbolisch geladen pistool naar de onderonsjes van presidenten. Dat nogal wat van zijn collega’s nu snerend reageren op de pro-Europese speech van Cameron valt op zijn minst onder de categorie ‘Ook u had de eerste kunnen zijn met een verhaal wat beter is’.
Ondertussen komen de bekende tegenstanders van de federatie nog maar eens de aloude Indianenverhalen afdraaien dat wij anders zijn de VS en dus nooit een gemeenschap kunnen vormen. Arjo Klamer zei zondag dat Europa zich onderscheidt van de VS omdat de EU bestaat uit allerlei verschillende gemeenschappen met eigen identiteiten. Met dit soort pertinente onjuistheden dreigt het noodzakelijke debat in Nederland al weer gauw terug te zakken tot het niveau van 2005. Ben je voor of tegen?
Acht jaar verder en niets in de discussie opgeschoten. Dat de rest van de wereld intussen niet heeft stilgezeten is Cameron in zijn terechte aandacht voor de wereldwijde competitie wel opgevallen. Is het nou echt te veel gevraagd van de Muppets uit het ‘Euro nee, weg ermee’ circuit om constructief mee te denken aan de toekomst van Europa? Het fabeltje dat de VS een soort van ultieme eenheid is wordt direct al ondergraven door informatie op de officiële website van de Amerikaanse overheid.
In een echte federatie zijn, anders dan de trend in de huidige Supermarkt Europa, sommige zaken federaal geregeld, andere wordt door de staten zelf bepaald. Hoe anders de federatie USA is dan de Europese Unie blijkt uit het overzicht op haar website van tribale overheden, native Indianen met eigen regeringen. En vormen van soevereiniteit, binnen de VS. Totaal 293 erkende stammen. Ook hebben de VS na 236 jaar nog steeds geen officiële federatieve taal. Uit een onderzoek in het jaar 2000 kwam een schatting naar voren van 337 gesproken talen, waarvan 176 inheemse talen. Tot 1920 liet de staat New York alle vitale staatsdocumenten ook in het Nederlands afdrukken, om de erfenis van Nederland te bewaren, hoewel Engeland de kolonie al in 1664 annexeerde. Kunnen we dan nu de discussie, in de aanloop naar een referendum richtten op ‘Hoe willen wij dat een federatief Europa eruitziet en de positie van Nederland daarin’? Het speelkwartier is over.
